On activation the agent walks whoever is already in the pool. After that you can leave the profile alone: every new person is scored against everyone already in, both ways. Scan, Matching cards, and the digest letter do not share a clock.

A Credit opens people already in the pool who already cleared selection. It does not move the bar and it does not invent people. An empty queue means a thin pool or a high bar. The agent is still working.

It is not. Debit and reserve are one operation: exactly 10 cards and 1 Credit, or nothing. There is no maybe it will fill.
